River Oaks Bay City is an HOA with 125 homes. We are also a water system, ROWSC, a Water Supply Corp, serving our homes. Our streets are quiet & well lit. ROHA holds an annual barbeque for our member families.

The River Oaks Homeowner Association (ROHA) in Bay City is a neighborhood with Deed Restrictions. Any buyer of a lot here in River Oaks who plans to build a home should be aware of our deed restrictions that affect the type of home built and setbacks, along with other restrictions here at ROHA.

Owners pay an annual amount of $140 in dues to ROHA, which can be paid quarterly.

ROHA also has its own water system, operated as River Oaks Water Supply Corporation (ROWSC).

There is a monthly water fee, currently at $50/ month. This is a flat rate; we do not meter water.

Both ROHA and ROWSC are non-profit organizations recognized by the state of Texas. Both are managed by a 5-member board of directors which meets on the third Tuesday of the month at the VFW in Bay City. As a member of ROHA and ROWSC, homeowners may request documents such as the By-laws, annual budget, spending reports, and are welcome to attend any board meeting. The annual meetings are held in March, at which time the budget is adopted and elections are held for outgoing board members.

We encourage homeowners to be active in the business and management of both ROHA and ROWSC. Any item an owner wishes to bring up at a board meeting can be given to our office manager a week ahead of time to be included in the agenda.
